The circuit court confirmed an interlocutory order of the Industrial Commission which determined that the applicant appellant
was entitled to recover under the scheduled workmen's compensation benefits for a four percent loss of vision of his left
eye. The order also provided for an award for injury to applicant's left shoulder, but that part of the order is not at issue
on this appeal. Just prior to the injury on December 11, 1961, Mr. Mednis, the applicant, was sixty-two years old. About fifty years before
this date, when he was twelve years old, his left eye was seriously injured in an explosion. For some time prior to October,
1961, he had practically no vision in his left eye due to the explosion, glaucoma, and a cataract. In October of 1961, the
glaucoma was successfully treated and the cataract successfully removed by Dr. E. H. Schalmo. After the operation and treatment
in October, 1961, Mr. Mednis had no usable central vision, no binocular vision, but he did have some side vision. The vision
in his left eye was four percent of normal. His right eye corrected had, and still has, 20/20 vision.
